This is something I've witnessed myself on several occasions. The Bond's House, currently under ownership of the Historical Society based in Mantachie, MS, has a second floor, mostly just a completed attic. There is a window with a curtain looking out over the yard from this attic room.
One evening, while I was there (my mom used to be part of the historical society and I'd attend meetings with her), I was playing in the yard and looked up to see a small girl with a white dress on. After seeing her the second time, I decided it looked like an old-style nightgown. When I went inside to complain to my mom that there was a little girl in the attic when I wasn't allowed to see what was up there, she told me very forcefully that no one was allowed up there except with permission, like utility workers, house keepers, etc. I persisted in complaining, especially after I saw the little girl a second time.
About a month or so after I saw her the first time (I'd seen her about 2 times more by then), I got the chance to take a tour of the house during the day. I, being the stubborn child that I was (am), immediately asked where the stairs to the attic were, and asked if I could go up to see the attic. The attendant started leading me to the stairwell, warning me it wouldn't be possible to go up. Once I got there, I saw why...the stairway was completely blocked by several cases, boxes, chairs, etc. It would take a lot of time and effort to move the stuff to get past them, and impossible to climb over.
I had a new appreciation for the girl in the window whenever I saw her after that.
Since then, several other people I've talked to have either seen her or agreed the curtain moves on its own. One day the curtain will be down, the next, it will be pulled aside and hung on something to the side, letting it drape.
Once I am able to get a camcorder, if no one else has done it, I plan on asking permission to film the upstairs window in the evenings from the outside.
